Texas quietly built a large mental health loan repayment programme
Program and regulatory figures verified October 5, 2026. Details change; confirm your scenario with us.
Texas grew its mental health loan repayment programme thirteenfold in two bienniums. It is now paying out more applications than the physician programme, and it has no website.
The numbers
From the Texas State Auditor's report 26-032, July 2026:
| Mental Health Professional | Physician Education | |
|---|---|---|
| Appropriations, 2022-23 → 2024-25 | $2.1M → $28M | $29.5M → $35.5M |
| Awards paid, FY2022-23 → FY2024-25 | $1.3M → $15.2M | $16M → $22.1M |
| Approved applications in audit population | 1,261 | 500 |
Appropriations rose roughly thirteenfold and awards paid rose more than elevenfold, while the physician programme grew by about a fifth. On application volume the mental health programme is now the larger of the two by a wide margin.
★ And eligibility widened
The auditor records that mental health programme outreach "includes professions added to program eligibility beginning in fiscal year 2026."
We are not going to list which professions, because the audit does not and we could not read a current programme document that does — THECB publishes no page for the programme. What we can tell you is that the eligible list grew this fiscal year, which makes it worth asking about even if you checked before.
The missing website
Checked 2026-10-05: a sweep of all 698 URLs across all 12 of THECB's sitemaps returns no page for the Mental Health Professional Loan Repayment Program, and none for the physician programme either. Documented URLs 404.
The programmes exist and are paying — the audit is unambiguous. But the auditor separately recommended the Board "increase its efforts to reach more physicians and mental health professionals eligible for loan repayment assistance," noting it is "required by the Texas Education Code to promote the programs." A missing programme page is a reasonable thing to read alongside that recommendation. The audit in full.
Who this is for
Clinicians delivering mental health services in Texas shortage areas. Full-time means at least 32 hours of direct patient care or mental health services per week during the service period; below that, prorated assistance may be available.
★ Prorated awards are exactly where the auditor found problems — inappropriate denials and premature cancellations. If you applied part-time and were refused, read the audit before accepting the outcome.
Psychiatrists and the physician programme
A psychiatrist is a physician, so the question of which programme applies is a real one and not something we are going to guess at from a programme document we could not obtain. It is a question for THECB directly.
What we can say on the mortgage side is that the eligible-degree list for a physician loan is set by the lender's programme guide, and MD and DO are on it regardless of specialty. The list.
What it means for a purchase
An award not yet granted is not income a lender can use, and until an award pays a balance down the balance underwrites as it stands. So the practical lever remains how the debt is counted: a documented income-driven payment under a physician programme against 1% of the balance under Fannie Mae B3-6-05.
For mental health clinicians that difference is often decisive, because training debt in these fields is high relative to income in the way veterinary debt is. The detail.
